Oct 30, 2020 at 5:00 comment added ruralcoder I was running octopi which used up the camera. I fixed mine by running sudo service webcamd stop I then checked to see if pidof mjpg_streamer returned a process ID, which now does not. Ran raspstill -o test.jpg and it finally worked!
Feb 17, 2019 at 13:37 comment added Gavin Simpson It's 2019, and cannot post a new answer (closed), but I had previously installed raspimjpeg which I was lucky enough to spot using 'ps -ef'. "sudo pkill raspimjpeg" then solved the problem.
