Jun 7, 2019 at 3:56 comment added Milliways The resistive divider is used to provide a voltage, which is used by devices e.g. iPhone to identify the charger and how much current it can supply. It is not to tell the PS how much to supply. "Smart" chargers (and standards compliant hubs) usually need a data connection to signal the current demand of the device being powered. As you stated the Pi cannot do this, but most PC USB ports ignore it and just supply 5V.
