According to the cloud-init documentation using the user-data configuration one may be able to partition the disk, see cloud-init's Cloud Config Documentation as well as setup up mount points.

I have been relatively successful in creating a user-data file that creates users as well as installs some packages for me on my Pi-4s on first boot. However is there some possibility that additional configuration will be able to partition my root and home mounts on the PI?

I am using the Ubuntu 22.04 Live Server Image (.img.xz)
