when i power the rpi4 no matter the SD card is present or not, their is a solid red light and the green light flicker constantly. Their is no power in usb ports(no mosue or keyboard is working), Ethernet and hdmi (no display output). The cooling fan is working fine which is connected to its 5v. Don't know what to do.
