I am trying to mute my Visio TV with cec-client through my Raspberry Pi 2. I have enabled the CEC features of the TV and have successfully seen status and turned the TV on and off. However, when trying the following to mute, I am not having any luck:

echo 'mute' | cec-client -s -d 
0

As jithinmdas states in his answer the mute will only mute the amp if an amp is present.

If you use the following command you can see the options available:

# echo h | cec-client -s -d 1

[volup]                   send a volume up command to the amp if present
[voldown]                 send a volume down command to the amp if present
[mute]                    send a mute/unmute command to the amp if present
[self]                    show the list of addresses controlled by libCEC
[scan]                    scan the CEC bus and display device info
[mon] {1|0}               enable or disable CEC bus monitoring.
[log] {1 - 31}            change the log level. see cectypes.h for values.
[ping]                    send a ping command to the CEC adapter.
[bl]                      to let the adapter enter the bootloader, to upgrade

[r]                       reconnect to the CEC adapter.

[q] or [quit]             to quit the CEC test client and switch off all
                          connected CEC devices.

As can be seen there is nothing to mute the TV itself.

cec-client mute is for muting the amp if present. It will not mute the TV.
