Can rPi control a computer and provide backup?
As for doing this the information in this link would be very helpful if you wanted to create something to boot up your computer or backup. Very nice article to really help out.

Raspberry PIs for NOC displays
It should support the full 1920-1080
As for getting it
sudo apt-get install chromium
Then
sudo apt-get update
Using for a refreshing webpage will be no issue.
