What, besides the MBR, is on the start of a Raspberry Pi OS drive?
If the MBR is 512 bytes (which includes the partition table), what is in the rest of that 4MB at the start of the device?

Simple answer. You can't.
The Pi needs a MBR medium to boot and looks at the first FAT partition for boot files.
