How to get overscan working on RasPi 4?
The only way I could get this to work was to disable the "new" video driver, which apparently ignores all of these values.
Further down in config.txt, you have to comment out this line:

What does changing the hostname in raspi-config actually do?
As you have noted 2 files are changed.
I routinely edit these; I have a script which I run if swapping a SD Card between Pi.
