The Pi4 DOES NOT have any USB-C ports. The USB-C connection is only for power (although it does support USB-2 OTG).

USB-C connector on RaspberyPi4 is used mainly to deliver power. It can not be used as a normal USB-C port. However it can be used as an USB2 OTG port.
