BTW: Why don't you just use raspi-config for this? The US Dvorak keyboard is in there and should set whatever is necessary,

Those are passed to the kernel, but ones it does not recognize are passed to init, in this case systemd. A lot of things fall into the latter category. Since kbd (I presume kdb is a typo) isn't documented for the kernel, it's probably a systemd thing, although I cannot find any docs for that.
